The Political Ombudsman is a Commission of Parliament established by the Political Ombudsman (Interim) Act, 2002, with the mandate to investigate any action by political parties, their members and supporters that constitutes a breach of the Agreement and Declaration on Political Conduct in force among political parties in Jamaica or is likely to prejudice good relations between the supporters of the political parties.

The OPO and IFES are committed to advancing participative, robust electoral democracy to guarantee fair and free elections in Jamaica, in accordance with the Constitution of Jamaica, the Representation of the People Act (ROPA), the Political Ombudsman (Interim) Act, the Agreement and Declaration on Political Conduct and international standards.

Primary Function/Purpose:

Currently recruiting for a Civic Education Consultant for Jamaica. The focus is to lead the development of a Civic Education Program for the OPO aimed at:

  • • Creating citizen awareness of the Jamaican Constitution and key institutions
  • • Sensitizing Jamaicans of their role and responsibilities as citizens
  • • Supporting active engagement of citizens in political and electoral processes
  • • Ensuring assured longevity of the learnt civic knowledge
  • Apprising citizens of the principles and processes of good governance and rule of law

Activities and tasks under the consultancy may include the following:

  • Review pertinent documents from various government and other institutions
  • • Facilitate working group consultations to discuss and finalize the product
  • Produce the Standard Operating Procedure (SOP) for the creation and delivery of the product
  • Produce a comprehensive and detailed work plan for creation of the civic education product
  • • Delivery of first draft of product
  • • Integrate working group feedback
  • • Delivery of final product

Position Requirements:

  • • A post-graduate or equivalent qualification/degree in education, human rights, law, development study, humanities, or any other relevant discipline
  • • At least 5 years work experience in dealing with education programs
  • • Demonstrated knowledge and experience in undertaking research, preferably in civic education is desirable
  • • Demonstrated experience and skills in facilitating stakeholder/working group consultations
  • • Demonstrated knowledge and experience in developing education/training content, particularly in civic education programs is desirable
  • • Relevant regional or international experience will be an added advantage; and
  • • Excellent written and oral communication skills

The project seeks to identify an expert who will fulfil the above criteria and have demonstrated the ability to involve key stakeholders to provide relevant expertise and bring a wider perspective in developing the SOP.

The consultancy will last approximately four months.
